Taarifa Iliyochapishwa na Mtandao wa Voanews/Reuters Kuhusu Utoaji wa Leseni Mbili Kubwa (SML) Refineries na Smelters

Tarehe 24 Julai, 2019, saa 17:33 Mtandao wa Voanews ulichapisha taarifa yenye kichwa cha habari: Chinese Firms to Build Gold Smelter, Refineries in Tanzania, iliyoandikwa na Kampuni kubwa ya habari duniani ya Reuters.

Taarifa hiyo ilitaja chanzo cha habari kuwa ni hotuba ya Waziri wa Madini, Mhe. Doto Biteko aliyoitoa tarehe 24 Julai, 2019 Ikulu Jijini Dar es salaam wakati wa hafla fupi ya kupokea na kukabidhiwa dhahabu ya Tanzania iliyokamatwa nchini Kenya.

Sehemu ya taarifa iliyochapishwa na mtandao huo kwa lugha ya Kiingereza kwa tafsiri ya Kiswahili ilimnukuu Waziri Biteko akieleza kwamba;

Tanzania imetoa leseni za ujenzi wa Mitambo ya uchenjuaji madini, moja ya kuchenjulia kwa njia ya kuyeyusha (Smelter) na ya pili ya Mitambo miwili ya kuchenjulia dhahabu kwa njia ya kusafisha (refinery) kwa makampuni ya China kama sehemu ya jitihada za serikali kukusanya mapato kupitia sekta ya madini.

Jarida la Nchi Yetu: Tolea Maalum la Wizara ya Madini, Mei 2019

Uongozi wa Wizara ya Madini unampongeza kwa dhati Mhe. Dkt. John Pombe Magufuli, Rais wa Jamhuri ya Muungano wa Tanzania, na Serikali anayoiongoza, ambapo katika kipindi cha miaka mitatu ya uongozi wake ameimarisha na kusisitizia usimamizi wa rasilimali za Taifa hususani madini ili kunufaisha Taifa kwa ujumla.

Katika kipindi cha uongozi wake, Wizara imefanikiwa kufanya marekebisho ya Sheria ya Madini, Miongozo na Kanuni za Sekta ya Madini ili kuhakikisha rasilimali hii inawanufaisha Watanzania na kuongeza mapato ya Serikali na kuongeza ukusanyaji wa maduhuli na hii imeonesha wazi nia ya Wizara ya Madini kutekeleza kwa vitendo maono ya Mhe. Rais kuwa “Rasilimali ya Madini Iwanufaishe Watanzania.”

Tunawiwa kwa namna ulivyosaidia sisi kufika hapa. Hatuna cha kukulipa isipokuwa kukuahidi kazi zaidi na uadilifu zaidi. Na kwa sababu hiyo basi, tunalitoa toleo hili maalum kuwa ni shukrani kwako na tunakuombea afya njema na nguvu zaidi katika kuendelea kuliongoza Taifa letu.

KfW IPEX-Bank Mandated for Epanko Graphite Project

Kibaran Resources Limited (ASX:KNL) is pleased to report that it has signed a new agreement with German KfW IPEX-Bank for debt funding of the Epanko Graphite Project.

The agreement reappoints KfW IPEX-Bank to arrange senior debt funding for the Epanko Graphite Project in Tanzania (“Epanko” or the “Project”) after a hiatus of 18 months, during which many discussions have been held with the Tanzanian Ministry of Minerals, Mining Commission and the Bank of Tanzania concerning the regulatory changes introduced in July 2017 that have impacted on mineral project debt financings in the country, and is a reflection of the improved investment outlook in Tanzania.

As recently reported (refer ASX announcement Tanzania and Germany to Forge Closer Economic Relationship on 26 March 2019) the mining investment climate in Tanzania continues to improve and there is increasing confidence among international banks that the remaining regulatory aspects impeding new mine financing arrangements will be satisfactorily resolved.

Epanko is development ready with the Company having invested over $35 million to date in order to prepare the Project for construction and operation, including:

  • Completion of a bankable feasibility study;
  • Exhaustive due diligence by KfW IPEX-Bank appointed Independent Technical Engineers SRK Consulting on all technical and financial aspects of the Project as well as social, environmental and safety aspects to IFC Performance Standards and World Bank Group Environmental, Health and Safety Guidelines;
  • Sales and offtake agreements for graphite production in Germany with ThyssenKrupp and EGT and in Asia with Japanese group Sojitz Corporation; and
  • Mining Licence and environmental approvals in place.

Taarifa kwa vyombo vya habari kuhusu North Mara Community Trust Fund, tarehe 21 Novemba 2018

Ndugu waandisha wa habari kama mnavyofahamu, Rais wa Jamhuri ya Muungano wa Tanzania Mhe. Dkt. John Pombe Joseph Magufuli katika ziara yake mkoani Mara mnamo tarehe 04 hadi 08 Septemba 2018 pamoja na mambo mengine alielekeza kufanyika uchunguzi wa Mfuko wa North Mara Community Trust Fund baada ya baadhi wa wananchi wa Nyamongo wilayani Tarime kulalamika juu ya jamii kutofaidika na mfuko huo na badala yake unafaidisha watu wachache.

Ndugu waandishi wa habari, kufuatia maelekezo ya Mhe. Rais kamati ya uchunguzi iliyoundwa na Wizara ya Madini imebaini mambo yafuatayo;

Taarifa kwa Umma-Ushiriki wa GST katika mashindano ya remote sensing kutoka Nchi za SADC trh 29 Oktoba-02 November, 2018

Taasisi ya Jiolojia na Utafiti wa Madini Tanzania (GST) imeiwakilisha Tanzania katika mashindano ya Remote Sensing yaliyoshirikisha nchi za kusini mwa Jangwa la Afrika (SADC) chini ya udhamini wa taasisi ya Japan Oil,Gas and Metals Extraction Corporation (JOGMEC) ya nchini Japani. JOGMEC ni taasisi ambayo ipo kwenye serikali ya Japan ambapo wameweka kituo cha Remote Sensing nchini Botswana kwa ajili ya mafunzo na mashindano ya nchi za kusini mwa Afrika (SADC). Mashindano hayo kwa mwaka huu wa 2018 yalishirikisha nchi kumi na tatu ambazo ni Zimbabwe, Tanzania, Msumbiji, Angola, Zambia, Botswana, Malawi, Lesotho, Eswatini, Afrika Kusini, DR. Congo, Madagascar na Nambia.

Media Release-Australia’s Kibaran says global opportunity for battery grade graphite is unequivocal

An Australian company set to contribute more than US$1.0 billion to the Tanzanian economy over the next 20 years through local graphite mine projects, says the global market opportunity for battery grade graphite is unequivocal.

Speaking on the second day of the three day Paydirt 2018 Africa Down Under mining conference in Perth, Kibaran Resources Chairman, Mr Robert Pett, said the market opportunity for the commodity was “now” despite a lot of “noise” around the battery component supply chain and forecast supply and demand estimates.

“A raft of high end, credible industry and government agencies have initiated substantial modelling around graphite and the opportunity it presents is quite clear,” Mr Pett said.

“Standout and verifiable conclusions range from the expected presence of one billion electric vehicles on the world’s roads by 2025 under a lithium-ion battery market momentum worth US$290 billion by 2025,” he said.

“Some 47% of the lithium-ion battery market will require a component contribution from spherical graphite and this will generate a 700% increase in natural flake spherical graphite demand in just the next seven years.

“This will stretch global consumption of natural flake spherical graphite from 127,000 tonnes currently per annum to 800,000tpa.”

Cobalt, nickel, lithium and manganese would fulfil the suite of ingredients needed for lithium-ion battery production.

Mr Pett also pointed to the accelerating demand from the energy industry for domestic and industrial application lithium-ion battery storage options.

Taarifa kwa Umma-Uundwaji wa Tume ya Madini kwa Mujibu wa Sheria Na. 7 ya Mwaka 2017

Tume ya Madini iliundwa kwa mujibu wa kifungu cha 21 cha Sheria ya Marekebisho Anuwai ya Sheria ya Madini Na. 7 ya Mwaka 2017. Mnamo tarehe 17 Aprili, 2018, Mhe. Rais wa Jamhuri ya Muungano wa Tanzania, Dr. John Pombe Joseph Magufuli, kulingana na Sheria tajwa, aliteua Mwenyekiti na Makamishna wa Tume ya Madini. Ili kutekeleza majukumu yake, Tume ilifanya kikao chake cha kwanza tarehe 30 Aprili, 2018 Jijini Dodoma. Pamoja na mambo mengine, Tume iliazimia mambo  yafuatayo:

i) Ofisi za Makao Makuu ya Tume ya Madini zitakuwa Jijini Dodoma katika Ofisi za Wizara ya Madini;

ii) Kuimarisha usimamizi wa Sheria ya Madini ya Mwaka 2010 na marekebisho yake ya Mwaka 2017 kwa lengo la kuhakikisha kuwa Serikali inamiliki hisa zisizopungua asilimia 16 ya mtaji wa Kampuni zinazomiliki migodi ya kati (MLs) na mikubwa (SMLs), Wazawa wanashirikishwa ipasavyo katika Miradi ya Madini na kunufaisha jamii katika maeneo ya migodi na Taifa kwa ujumla;

iii) Kuwajulisha wamiliki wote wa leseni zote za kuhodhi maeneo (Retention Licences – Jedwali Na. 1) kuwa leseni zao zimefutwa kwa mujibu wa Sheria ya Madini ya Mwaka 2010 ikisomwa pamoja na marekebisho yake ya mwaka 2017 na Kanuni ya 21 ya Kanuni za Madini (Haki Madini), 2018 Tangazo la Serikali Na.1/2018 na kwamba maeneo ya leseni hizo yamerudishwa Serikalini bila hakikisho la kupewa tena;

Prof. Kikula ateuliwa Mwenyekiti Tume ya Madini

Rais wa Jamhuri ya Muungano wa Tanzania Dkt. John Pombe Magufuli amemteua Prof. Idris Suleiman Kikula kuwa Mwenyekiti wa Tume ya Madini.

Kwa mujibu wa Taarifa iliyotolewa na Katibu Mkuu Kiongozi Balozi John Kijazi kupitia taarifa ya Kurugenzi ya Mawasiliano ya Rais Ikulu tarehe 18 Aprili, 2018, ilieleza kuwa, uteuzi wa Prof. Kikula umeanza tarehe 17 Aprili, 2018. Pia, taarifa hiyo iliongeza kuwa, Rais Magufuli pia, amewateua Makamishna wa Tume hiyo ya Madini.

Tume ya Madini ilianzishwa kufuatia kupitishwa kwa Sheria Mpya ijulikanayo kama The Written Laws (Miscellaneous Amendments) Act, 2017 ambayo ilianza kutumika tangu tarehe 7 Julai, 2017. Aidha, Tume ya Madini imeanzishwa baada ya kufanyika Marekebisho makubwa yaliyofanyika katika Sheria ya Madini ya mwaka 2010.

Kwa mujibu wa Sheria ya Madini ya Mwaka 2010 kama ilivyorekebishwa kupitia Sheria ya Marekebisho ya Sheria mbalimbali Namba 7 ya Mwaka 2017 (The Written Laws (Miscellaneous Amendments) Act, 2017, baadhi ya majukumu ya Tume ya Madini ni kama ifuatavyo;

  • Kusimamia utekelezaji wa Sheria ya Madini.
  • Kutoa Leseni za Madini.
  • Kufanya Ukaguzi wa Migodi ili kukidhi Matakwa ya Kiusalama.
  • Kutoa Vibali vya Kusafirisha Madini Ndani na Nje ya Nchi.
  • Kusimamia uchimbaji wa Madini na Sekta nzima ya Madini nchini.
  • Utatuzi wa Migogoro inayohusu Madini.

Taarifa kwa Umma-Matokeo ya mnada wa 3 wa mauzo ya almasi za mgodi wa Williamson Diamonds Limited

Wizara ya Madini inapenda kuutarifu umma kuwa, tarehe 2 hadi 9 Februari, 2018, Mnada wa Tatu (3) wa mauzo ya almasi kutoka Mgodi wa Mwadui unaomilikiwa na Kampuni ya Williamson Diamonds Limited ulifanyika mjini Antwerp, nchini Ubelgiji.

Katika mnada huo, jumla ya Karati 54,094.47 ziliuzwa kwa thamani ya Dola za Marekani 13,607,858.72 sawa na shilingi 30.6 Bilioni ambapo jumla ya kampuni 145 zilishiriki katika mnada na kuwasilisha zabuni zao za ununuzi na zabuni 1,019 ziliwasilishwa katika mnada huo.

Kufuatia mauzo ya almasi hizo, Serikali imepata Mrabaha wa (Final Royalty) Dola la Marekani 816,471.52 pamoja na Ada ya ukaguzi (Clearance and Inspection) kiasi cha Dola za Marekani 136,078.59 sawa na shilingi za Kitanzania 2,090,164,095.

Aidha, Mrabaha wa awali (Provisional Royalty) uliolipwa kutokana na uthaminishaji wa awali kabla ya mauzo ni Dola za Marekani 674,941.78, ada ya Clearance na Inspection Dola za Marekani 112,490.30 pamoja na Dola za Marekani 100 kwa ajili ya kibali cha kusafirishia almasi ambapo jumla yake ni Dola za Marekani 787,532.08 sawa na shilingi 1,771,947,000.

Taarifa kwa Umma-Mabadiliko katika sekta ya madini yanayotokana na marekebisho ya sheria ya madini mwaka 2010

Wizara ya Nishati na Madini inapenda kuutarifu umma kuwa, kufuatia kupitishwa kwa Sheria Mpya ijulikanayo kama The Written Laws (Miscellaneous Amendments) Act, 2017 iliyoanza kutumika tarehe 7/7/2017, kumefanyika Marekebisho kadhaa katika Sheria ya Madini ya Mwaka 2010.

Marekebisho makubwa yaliyofanyika katika Sheria ya Madini ya mwaka 2010 ni pamoja na;

  • Kuanzishwa kwa Tume ya Madini (Mining Commission);
  • Kufutwa kwa Wakala wa Ukaguzi wa Madini (Tanzania Mineral Audit Agency- TMAA);
  • Kuongezeka kwa malipo ya Mrabaha kutoka asilimi 4 (4%) kwa madini ya Metali (mfano dhahabu, shaba, fedha n.k) hadi asilimia 6 (6%);
  • Kuongezeka kwa malipo ya Mrabaha kutoka asilimia 5 (5%) kwa madini ya almasi na vito (mfano Tanzanite, Ruby, Garnets n.k) hadi asilimia 6 (6%).

Aidha, kupitia Marekebisho ya Sheria ya Fedha na Sheria ya Kodi, hivi sasa kila Mtu au Kampuni anayetaka kusafirisha madini nje yatakaguliwa na kuthaminishwa na atalipa ada ya ukaguzi (clearing fees) ambayo ni asilimia 1 (1%) ya thamani ya madini anayosafirisha.
